The circular was issued by the Foreigner Regional Registration Officer at the Bureau of Immigration under the Ministry of Home Affairs on July 18. The Centre has been directed by the court to file a counter-affidavit by September 4. CBI had claimed that the FDI proposal of the media house was "fallacious" but Chidambaram had cleared it.
