A wintry mix of snow, freezing rain, and sleet is on deck for Friday. Across the border in Quebec, Montreal will likely see light freezing rain on Wednesday before changing over to rain on Thursday. They had left Libya Saturday evening on a makeshift craft with 140 other migrants from various African countries, but their motor broke down a few hours later. Italian-led efforts to prevent people from setting out saw a sharp drop in the number of arrivals in the second half of 2017. All major inter-Korean communication channels had been shut down over the North's nuclear program in recent years. US State Department officials said on Tuesday they had notified Congress of the decision.
