Malloy said the funding formula for education laid out in the GOP budget is "one hot mess" and maintained his pledge to veto the spending plan and go back to the drawing board for a budget. The Republican budget, however, does have $20 million in annual bonding to address the foundation issue, but Malloy said Monday the Republican plan takes "real relief" from the Democratic plan that amounts to about $2.5 million per year.
