Phillip Michael Stroupe, 65, was arrested in Henderson County and is charged with accessory after the fact, authorities said. She said he was arrested Sunday night before Bryson's body was located. Embassy in Moscow and its four consulates across the country should be reduced to 455 by September 1, which is the same as the number of Russian diplomats now serving in the U.S. The measures came after the US Congress passed a bill last week imposing fresh sanctions over Russia's meddling in the US' 2016 election. The Ohio Supreme Court last year overturned a de facto sentence of 112 years for an inmate convicted of kidnapping, robbery and rape as a minor, ruling it cruel and unusual punishment. The Board of Parole immediately changed its procedures after a 2016 state appellate court decision and is working on final regulations to codify the change, according to state corrections agency spokeswoman Rachel Heath.
