The plan has been that MPs would then be able to use this time to introduce legislation that could help avoid the United Kingdom crashing out of the European Union without a deal.

The motion was submitted by the Labour Party during the so-called opposition day debate and had the backing of former cabinet minister Oliver Letwin and leaders of the Scottish National Party, the Welsh Plaid Cymru, the Liberal Democrats party and the Green Party.

"It will introduce a safety valve in the Brexit process and it will be a reminder to all Conservative leadership candidates that this house will take every step necessary to prevent a no-deal", he added.

"The fact that Labour failed to take control of the order paper today tells you nearly nothing about how parliament could block a leader committed to no-deal".

Britain must be ready to leave the European Union without an exit deal on October 31, interior minister Sajid Javid said on Thursday, as he seeks to succeed Theresa May as prime minister.

In a progress report on its no-deal Brexit planning, the European Commission said Britain departing without an agreement "remains a possible, although undesirable, outcome". Labour stands ready to use whatever mechanism it can to protect jobs, the economy and communities from the disastrous consequences of a no deal Brexit.

Labour sources admitted that there was concern that Tories who may be inclined to back the motion would instead remain loyal to the party line until a new leader had been chosen.

Several Tory leadership candidates have been flaunting their "hard-Brexit" credentials in pursuit of the position of prime minister.

Brexit secretary, Steve Barclay, labelled the bill an unacceptable "blind motion" that would give MPs a "virtually unlimited scope" to prevent no-deal.

During the debate the former Conservative attorney general Dominic Grieve told MPs that if a point was reached where a prime minister was intent on taking Britain out of the European Union without a deal, the only way of stopping that prime minister would be to bring down that prime minister's government.
