Turkey and the United States have sparred publicly for months over Ankara's order for the S-400s, which are not compatible with NATO's systems.
Mr Erdogan said he hoped to resolve the situation with the U.S. through phone diplomacy ahead of a meeting with President Trump at the end of June, Reuters reported.
It is unclear whether Turkey and the USA still plan to participate in a joint technical study group to investigate Washington's concerns over Ankara's purchase of the Russian systems.
Speaking at a press conference in Ankara following a cabinet meeting, Kalin said he hoped the Pentagon would abandon its current attitude toward Turkey, which he said could permanently damage ties between the two North Atlantic Treaty Organisation allies.
Tensions between the U.S. and Turkey have reached a fever pitch in recent months with Turkey set to begin receiving the advanced S-400 Russian surface-to-air missile defence system which Washington said will jeopardise Turkey's role in the US F-35 fighter jet program and could trigger congressional sanctions.
Akar, cited by the defense ministry in a statement, also said Turkey is preparing a response to the letter and that it would be sent to the U.S. in the coming days.
Earlier, the Pentagon grounded Turkish pilots training aboard the F-35 and threatened to block deliveries of the advanced fighter jet to Turkey, while Congress proposed slapping sanctions on Ankara over its purchase of a Russian made air defence system.
Erdogan also vowed to seek answers on Turkey's "exclusion from F-35 project for reasons that have no rational or legitimate basis", adding that Turkey was not only a customer but also a programme partner of the F-35 project.
Earlier this month, Erdogan said Turkey had also been discussing a USA offer to sell Patriot missiles.
But Erdogan said Russian Federation offered a better deal on pricing and joint production work. "Won't we take necessary measures to defend our country?" he said.
"This is not an attack system but a defence system. No, they didn't", he said.
Erdogan also said he wanted to talk about the issue on the phone with the United States, before he meets President Donald Trump in Osaka, Japan, at the end of this month.
Russian Federation said on Tuesday it planned to deliver its S-400s to Turkey in July.
