A filing from Tesla shows that 329 of the factory's 730 employees are Tesla's own workers.

"In addition to scaling production of Solar Roof, Tesla is also diversifying its presence in Buffalo by manufacturing and assembling Supercharger and energy storage components at Gigafactory 2", a Tesla spokeswoman said in a statement. The exporting underscores the depth of Tesla's troubles in the US solar business, which the electric vehicle maker entered in 2016 with its controversial $2.6 billion purchase of SolarCity.

This second wind at the factory chould create jobs and economic growth in the Rust Belt city of Buffalo.

Tesla is required to increase the number of employee to 1,460 by the end of April 2020 and it seems that the production of non-solar products is the only safe way to meet the requirements.

A major solar manufacturing partnership in Buffalo was announced near the end of 2016 and envisaged a significant investment by Panasonic and a long-term purchase commitment by Tesla. "In the coming weeks, ESD will perform the necessary due diligence to verify the data provided by Tesla".

To sell more solar, Tesla recently significantly lowered prices of its standard solar products.

The subcontract also provided a way to help Tesla achieve hiring commitments required as part of the state's $750 million in subsidies.

Panasonic also produces traditional solar panels at the Buffalo plant for Tesla, but has been selling many of them to other buyers since at least a year ago due to low demand from the California vehicle company, Reuters reported in August 2018. That investment includes payroll, benefits, inventory, capital spending and other expenses.
