At least 49 people were killed in Friday's attack.

"Had it provided details that could have been acted on immediately it would have been, but unfortunately there were no such details in the email".

"It is clear that this can now only be described as a terrorist attack", said Ardern.

"I can tell you one thing right now, our gun laws will change", Ardern told reporters on Saturday, saying a ban on semi-automatic weapons would be considered.

Unlike the US, the right to own a firearm is not enshrined in New Zealand's constitution.

The country's gun laws are largely unchanged since 1992, when controls were tightened after the 1990 Aramoana massacre, in which a man killed 13 people with a semi-automatic rifle.
