The app, which offers access to government services, has been criticised by human rights groups. For example, according to Human Rights Watch, women have always needed permission from a male guardian, usually a father or husband, to leave the country.

Saudi Arabia, one of the world's most gender-segregated nations, is ranked 138 of 144 states in the 2017 Global Gender Gap, a World Economic Forum study on how women fare in economic and political participation, health and education.

Coogle of Human Rights Watch said, "The Saudi government uses this app to discriminate against women, and therefore those who are providing the app should ensure that their app complies with their terms of service and perhaps even look into advocating with Saudi Arabia to change the laws and change the app".

It is the first time Apple has addressed the app after it declined to respond to INSIDER's repeated requests for comment. This system also alerts "guardians" when the subject is moving towards a certain location (e.g.an airport) via SMS. Both stores have policies banning inappropriate content such as the promotion of hate speech, graphic violence, bullying and harassment.

"We call on these companies to assess the risk of human rights abuses and mitigate harm that these apps may have on women", Dana Ahmed, Saudi Arabia researcher for Amnesty International, told ThisIsInsider. But, she says, each company needs to boost scrutiny of government-supported apps, especially when they are created by repressive regimes.

Ironically, Absher has also been helpful to a few women trying to escape the repressive Saudi regime. Before apps became such a huge part of our daily lives, Saudi women had to present a signed yellow form whenever they travelled overseas unaccompanied by their guardians, which was easier to forge, but because Absher works in real-time, it's much harder to get around.

To be fair, Absher has some genuinely useful features, like allowing users to easily pay fines online, but its tracking mode has been criticized as a tool for limiting women's freedoms.

In an open letter to both companies, in response to the report, Mr Wyden wrote: "It is hardly news that the Saudi monarchy seeks to restrict and repress Saudi women but American companies should not enable or facilitate the Saudi government's patriarchy".
