Ambitious climate change target proposed for Manchester

Vermont forests are vulnerable to climate change

Carbon is stored in plants and in the soil, so the CCC recommends that farm subsidies should raise the proportion of United Kingdom land under forestry from 14% to 19%, and restore peat bogs.

The Government needs to prepare the countryside for climate change, according to a new report out today (15 November).

Climate change impacts are already altering the land's use, while the services provided by the natural environment are being degraded.

"Climate change is also explicitly among the "public goods" listed in our Agriculture Bill that we want to pay farmers for outside the European Union", added a Defra spokesman.

The report also urges ministers to join up previous "fragmented" and "incomplete" policies governing land use, claiming that profits from food production have historically been prioritised over environmental concerns. Instead, it advocated a 20%-50% reduction in demand for red meat by 2050, suggesting chicken, pork, lab-grown meats and alternative plant-based proteins as replacements requiring less land.

"Brexit offers the government the opportunity to introduce fundamentally new policies that will reward farmers for producing less greenhouse gases and for capturing carbon emissions". It determine that these biomass sources can play an important role in meeting the U.K.'s 2050 emissions targets and help move the country toward net-zero emissions, assuming stricter governance ensures sustainable supplies. "We will all need to play our part in reducing Manchester's carbon emissions - and will all share in the benefits of a healthier city when our goal is met".

The new target, which has been proposed by the city's Climate Change Board, is in line with research carried out by the world-renowned Tyndall Centre for Climate Change.

However, the CCC argues in the report that biofuel uptake should be spurred within the carbon-heavy aviation sector in order to encourage the shift away from fossil fuels. "We'll look closely at this report's policy recommendations to ensure biomass continues to cut carbon emissions, support forests and stabilize the energy system long into the future".

The report comes just days after the European Parliament voted to approve a set of new clean energy laws for 2030, outlining plans to phase out the sale of high-emission biofuels made from palm and soybean oil. 'Fundamental reform'Lord Deben, Chairman of CCC, said the way land is used in the United Kingdom needs "fundamental reform". In particular, increasing agricultural productivity to levels seen in France and the Netherlands would increase food output while also freeing up land for trees and energy crops.
