Worldwide web inventor wants new 'contract' to make internet safe

The foundation estimates that over 1.5 billion people now live in countries which has no concrete laws on personal data protection.

Tim Berners-Lee, the creator of the web, launches Contract for the Web that encourages companies to agree to let individuals own and control their data and importantly to allow mobility of data.

Berners-Lee, 63, wants governments, companies and citizens to iron out a "complete contract" for the web by May 2019, the date by which 50 percent of the world will be online for the first time.

"For many years there was a feeling that the wonderful things on the web were going to dominate and we'd have a world with less conflict, more understanding, more and better science, and good democracy", Berners-Lee told the Guardian.

As such, Berners-Lee, with backing from industry, politicians and governments, has this week launched a new Contract for the Web.

"It is an economy of addiction, like gambling or video games", said Mitchell Baker, the chairperson of the Mozilla foundation, she will also be invited to the Web Summit, in an interview with the AFP. "We have fake news, we have problems with privacy, we have people being profiled and manipulated", he said in an opening address.

The French government and internet giants Google and Facebook back the principles of the proposed contract, such as respect for people's right to privacy and guarantees that everyone can connect to the internet, according to his Web Foundation.

The former United Kingdom prime minister Gordon Brown has added his signature to the contract.

And people won't just "hoard" their data once they have dominion over it, Berners-Lee said.

The contract is a part of the #ForTheWeb campaign, which aims to carve out a web that is safe, diverse, open, and accessible. "If you sign up to the principles, you can't do censorship", said Berners-Lee.

One of the early signatories to the contract, Facebook, has been fined by the Information Commissioner's Office for its part in the Cambridge Analytica scandal; has faced threats from the European Union for taking too long to remove extremist content; and has been sued for allowing advertisers to target housing ads only at white people. It's a delicate balancing act, but limiting some freedoms could end up creating a fairer, more open Web. "I can't predict whether that will happen", he said.

Its starter principles define the responsibilities that governments, companies and citizens each hold, to create a better web.

So the web remains open and a global public resource for people everywhere, now and in the future.

The Contract for the Web isn't about (the concentration of power in big tech companies). "We need a new Contract for the Web, with clear and tough responsibilities for those who have the power to make it better". The Web Foundation says that most people who aren't yet online live in poor countries.

"The genie may seem to have come out of the bottle, but the internet has surprised us many times", he added.
