There are multiple reports from those who have installed the October 2018 Update indicating that ZIP operations are not working as they should, with the operating system failing to ask whether files should be overwritten. At first, it was the file deletion which caused a lot of inconvenience to Windows users, and later the driver issues.
Microsoft pushed an updated version to Insider versions already but has yet to unlock the update again on Windows Update or other distribution channels for Stable devices. This was due to how the update moved default folders, just as Documents or Pictures, to another location without actually moving the files in them. The bug removed the files in the original folder.
The new bug appears to affect operations with archives. A Reddit userreported that Windows 10 version 1809 would no longer prompt the user for conflict actions, e.g. when a file exists in the destination and is about to be copied to that destination.
