So far, officials have attributed two deaths to the Category 1 storm: Someone in Lenoir County died as they plugged in a generator while a woman suffered a heart attack and emergency crews were unable to reach her in time.

Its top sustained winds have dropped to 70 miles per hour (110 kph), and it's at a near standstill, moving west at just 3 miles per hour (6 kph).

"This rainfall will produce catastrophic flash flooding and prolonged significant river flooding", the hurricane center said.

The hurricane center predicts as much as 101 centimeters (40 inches) of rain for some parts of North Carolina.

"Florence slowly weakening just inland over eastern SC but causing catastrophic flooding over North and SC", the National Hurricane Center (NHC) said early Saturday morning, after downgrading it from a hurricane to a tropical storm the previous day.

Hundreds of people in North Carolina have been rescued from rising water.

Officials in New Bern, which dates to the early 18th century, said over 100 people were rescued from floods and the downtown was under water by Friday afternoon.

"These are folks who chose to stay and ride out the storm for whatever reason, despite having a mandatory evacuation", city public information officer Colleen Roberts said.

New Bern resident Latasha Jones is one of the more fortunate ones. They ventured out in life jackets into waste-deep water to tie the boat and another floating by to a tree.

A police spokesperson told the news station that the family-of-three were trapped in the Wilmington home.

Trump is expected to travel to the storm-ravaged region "by early to middle of next week, once it is determined his travel will not disrupt any rescue or recovery efforts", White House Press Secretary Sarah Sanders said in a statement Friday.

The president visited the Houston area a year ago in the wake of Hurricane Harvey and got blasted by many for not showing empathy toward the survivors. The storm is moving west at 5 miles per hour and a slow westward movement will continue across extreme eastern SC through Saturday. The homes of about 10 million were under watches or warnings for the hurricane or tropical storm conditions. Super Typhoon Mangkhut was expected to hit an area in the Philippines on Saturday that would affect 5.2 million people.
