Life threatening storm surge and "catastrophic" flash flooding is possible with this storm, the NHC wrote in a Tweet this morning.

It is located about 280 miles (450 kilometers) east-southeast of Myrtle Beach, South Carolina, the National Hurricane Center (NHC) said in its update on Thursday morning at 7am BST (2am EST).

A buoy off the North Carolina coast recorded waves almost 30 feet (9 meters) high as Florence churned toward shore.

Florence is moving toward the northwest around 17 miles per hour and is expected to make landfall on Carolinas late Thursday night into early Friday morning.

WIND: Hurricane conditions have reached portions of the coast of North Carolina and are expected to spread elsewhere within the hurricane warning area overnight or early Friday.

Hurricane Florence has been downgraded to a Category 2 storm but it is still being classed as extremely risky and life-threatening storm.

The city of Jacksonville's statement says people have been moved to the city's public safety center as officials work to find a more permanent shelter.

None of the people rescued were injured.

"The center of Florence will approach the coasts of North and SC later today, then move near or over the coast of southern North Carolina and eastern SC in the hurricane warning area tonight and Friday, " the hurricane center said. Seventy people had to be pulled from a collapsing hotel at the height of the storm, and many more who defied evacuation orders were hoping to be rescued.

Hurricane Florence's leading edge battered the Carolina coast Thursday, bending trees and shooting frothy sea water over streets on the Outer Banks, as the hulking storm closed in with 100 miles per hour (155 kph) winds for a drenching siege that could last all weekend.

The storm is about 105 miles east-southeast of Wilmington, N.C.

National Hurricane Center Director Ken Graham warned that waterways up to 40 miles inland may flood.

That, and the storm's vast circumference of hundreds of miles, means Wilmington will be inundated with rain, the advisory said. Cruise ships have diverted to Florida away from the storm's path, and some hotels are offering special discounts for evacuees.

More than 80,000 people were already without power as the storm approached, and more than 12,000 were in shelters. The trend is "exceptionally bad news", said University of Miami hurricane researcher Brian McNoldy, since it "smears a landfall out over hundreds of miles of coastline, most notably the storm surge".

Leaders of the states in the path of the storm have warned people all week to evacuate the most susceptible areas. The homes of about 10 million were under watches or warnings for the hurricane or tropical storm conditions.

If the storm, now a Category 2, arrives during high tide, the water could rise up to 13 feet along parts of the North Carolina coast.

Cooper and his SC counterpart, Henry McMaster, told the more than 1 million people who have been told to leave that if they don't, they are on their own.

People in North Carolina and SC have the daytime hours Thursday to complete their final preparations to ride out or escape the storm. Its surge of ocean water could cover all but a sliver of the Carolina coast under as much as 13 feet, and days of downpours could dump more than 3 feet of rain, touching off severe flooding.

Florence, now a Category 2 hurricane, is forecast to unleash extreme storm surge, possibly historic flooding rains, and damaging winds in the Carolinas beginning Thursday.

Forecasters said that given the storm's size and sluggish track, it could cause epic damage akin to what the Houston area saw during Hurricane Harvey just over a year ago, with floodwaters swamping homes and businesses and washing over industrial and farm waste sites.

"Do you want to get hit with a train or do you want to get hit with a cement truck?" said Jeff Byard, an administrator with the Federal Emergency Management Agency.

"You put your life at risk by staying", North Carolina Gov. Roy Cooper said.

Not everyone was taking Florence too seriously: About two dozen locals gathered Thursday night behind the boarded-up windows of The Barbary Coast bar as Florence blew into Wilmington. "And you don't need power to sling booze", said owner Eli Ellsworth.

"Were just trying to plan for the future here, not having a house for an extended period of time", David Garrigus said. "We love you all, we want you safe".
