Manchester City Manager Pep Guardiola Fumes Over Douglas Luiz Work Permit Rejection

Bayern Munich's Franck Ribery fights for the ball with Manchester City's Brazilian midfielder Douglas Luiz during the International Champions Cup friendly

Manager Pep Guardiola has confirmed that Manchester City failed in their bid to obtain a work permit for Brazilian midfielder Douglas Luiz this week. "They don't know him, not one game or training session", he added. He has the quality and ability but I accept the rules, even though I don't understand it.

The authorities denied Luiz a work permit because he has not played 30 per cent of Brazil's matches in the last two years and they do not consider him to be an exceptional talent who will eventually go on to represent his country on a regular basis. Having spent last season on loan at Girona, City's sister club, Guardiola had wanted the midfielder to form part of his squad for the coming season. It's so hard for me to understand.

Luiz appeared destined for an important role after City missed out on yet another Brazilian-born player, Italy worldwide Jorginho, who opted to sign for Chelsea instead in July. "He has shown many good things in training sessions and the reason why we spent a lot of money to buy him [£10.7m] is because he is a player with a huge capacity to play for us". I am so sad and disappointed for Douglas because he could help us, play with us. We believe he can play that's why we wanted a work permit.

One of the more unlikely stories of the summer has seen Guardiola linked with the Argentina national side - who have a vacancy following Jorge Sampaoli's departure after the World Cup.

On Wednesday, Argentina FA president Claudio Tapia told TyC Sports they had approached Guardiola but any deal was "impossible" because they would have needed a "fat wallet" to cover his salary.

He said: "Nobody contacted me because of course I have a contract and I want to stay here with this project until the end".

"He (Luiz) is not allowed", said Guardiola, who made a point of giving Luiz game time on their recent tour of the United States. "To know that, he has to know my salary".

"Every season except the first when I arrived, when I had people in Barcelona who didn't know I was a manager, since then we've been the favourites but thank you Jurgen, you are so kind!"
