Montenegro became NATO's 29th member in June 2017, marking a historic geopolitical turn toward the transatlantic alliance amid opposition from Russian Federation. During the Cold War, the main concern was the Soviet Union, but in recent years, Russia's aggressive actions in Eastern Europe have been the focus of attention.

Therefore, the prospect of a war between North Atlantic Treaty Organisation states and non-NATO states is in fact very real while the possibility of North Atlantic Treaty Organisation members fighting one another in the Balkans (an unprecedented phenomenon since NATO's founding) is also one that can not be dismissed. Its charter's Article V stipulates that an attack on one ally is an attack against all.

Trump's skepticism towards Article 5 aligns with his distrust of multinational organizations in general, from the United Nations to the World Trade Organization.
