May bows to Brexit pressure in parliament

Eurosceptic lawmakers had targeted her government's customs legislation to try to toughen up her plans to leave the European Union, but instead of facing them down and fuelling tensions, her spokesman said the government would accept their four amendments.

They can hold their fire for Tuesday when the same amendment is tabled to a separate trade bill.

Earlier in the day, before May's concession became public, Scott Mann, the MP for North Cornwall, became the latest Conservative MP to resign a junior government post over the Chequers deal in a rolling protest from concerned backbenchers.

But Mrs May insisted the amendments do not change the blueprint agreed at her country residence. "There is not going to be a second referendum... under any circumstances", the spokesman told reporters.

Mrs May faced a potential revolt on the Taxation (Cross-border Trade) Bill, often referred to as the Customs Bill.

Downing Street declined to say if it would accept some of the changes put forward by Jacob Rees-Mogg and other hardline Brexiteer MPs, in a bid to get them to drop one in particular that would have the effect of wrecking May's plan.

US President Donald Trump, who visited Britain last week, told May that under whatever deal she comes to with Brussels, she must ensure Britain is free to strike its own trade arrangements with the United States once it leaves the EU.

A spokesperson for Theresa May reiterated the leader's belief that her plan for leaving the European Union was the only way to get a deal that meets the government's needs.

The idea of a referendum sequel has always been popular among Remainers - those who voted to stay in the European Union - who believe that the campaign around Brexit was infused with lies and propaganda, and that Leavers, their opponents, never had a coherent plan for withdrawal.

However, the key amendment seeks to block the government from collecting "certain taxes or duties on behalf of territory without reciprocity", which appears to block a key pillar of the prime minister's customs plan.

A second forces the Government to commit itself in law not to allow a customs border down the Irish Sea.

The prime minister was accused of "caving in" to Eurosceptic demands.

Brexiteers had set up a WhatsApp group to co-ordinate voting tactics, organised by ex-Brexit minister Steve Baker, who quit over the Chequers plan.

No 10 concluded that all four amendments were "consistent with the Brexit white paper", a decision that so incensed Tory remainers that they vowed to vote against the amendments in Monday night's Commons debate.

Former minister Justine Greening called on Monday for a second referendum to end the stalemate in parliament over the best future relationship with the bloc.

"You've got the Chequers deal, you've got national suicide - the WTO option, or you've got the status quo", he said.
