Officials at the meeting said Mr. Trump shocked many present and broke with diplomatic protocol by addressing German Chancellor Angela Merkel by her first name, telling her: "Angela, you need to do something about this". Many have already settled their 2019 budgets and the sums involved are vast - even if they wanted to, many would struggle to make useful purchases.

Asked when exactly the allies would now reach their two percent of GDP target, Trump said it would be over the coming years.

At the end though, Trump said the military alliance is "very unified, very strong, no problem".

The Commander-in-Chief called-out the Chancellor at the onset of the worldwide summit in Brussels; saying "It's very sad when Germany makes a massive oil and gas deal with Russian Federation where we're supposed to be guarding against Russian Federation".

"I have to tell you that the atmosphere last night at dinner was very open, was very constructive and it was very positive", Kolinda Grabar-Kitarovic, the president of Croatia, told reporters.
