BREAKING: Senate officially approves cannabis legalization

Both houses of parliament voted this week to legalise the drug for recreational use, making Canada the second country worldwide to do so after Uruguay's move five years ago.

The Senate voted last night 52 to 29, with two abstentions, to pass the Trudeau government's Bill C-45 and lift the 95-year-old prohibition on cannabis.

Although the Canadian government had initially stated its intent to implement by July 2018, provinces and territories, who will be responsible for drafting their own rules for marijuana sales, have advised that they would need eight to 12 weeks after the Senate approval to transition to the new framework.

"Over the following months and indeed years we will completely replace or nearly completely replace the organised crime market on that", he told a news conference.

Justice Minister Jody Wilson-Raybould called the legislation - which still requires royal assent to become law - "transformative".

Many questions remain unanswered, including how police will test motorists suspected of driving under the influence, what to do about those with prior marijuana convictions and just how the rules governing home cultivation will work.
