NCAA announces transfer, redshirt rule changes

Schools would often block permission to conference opponents, rivals or programs that recruited prospects out of high school, which would often force student-athletes to transfer down to junior college before landing at their school of choice.

This new rule comes following a recommendation from the NCAA's 19-member Division I Transfer Working Group, who studied, researched and debated the issue for six months.

The new rule goes into effect October 15.

The long-awaited transfer reform ended up being a narrow change, but should provide more freedom for athletes to transfer when and where they want.

Per NCAA.org's Michelle Brutlag Hosick, the Division I Council approved a new "notification-of-transfer " rule that requires schools to enter a student who wishes to transfer into the national transfer database. The rule change ends the controversial practice in which some coaches or administrators would prevent students from having contact with specific schools.

Under the old transfer model, student-athletes had to receive permission from their current schools to contact a different university before they were allowed to receive a scholarship offer. A school interested in recruiting a transferring player also must ask the current school for permission to recruit.

"This change promotes not only fairness for college athletes, but also their health and well-being", Miami AD Blake James said in a statement to the NCAA on the redshirt rule change. "I'm proud of the effort the Transfer Working Group put forth to make this happen for student-athletes, coaches and schools". When defensive tackle Antwuan Jackson chose to transfer from Auburn after the 2016 season, Jackson said that Auburn would block him from transferring to another SEC school, Ohio State, Clemson or Georgia.

Even with the new rule, conferences could still restrict athletes from transferring within the league.

As we've seen in recent weeks with the SEC voting to allow inter-conference graduate transfers, the Power Five conferences can implement their own nuances to a national rule. Golfers, tennis players and other athletes in traditionally nonrevenue sports can transfer one time without sitting out. Currently, a student's notification of intent to transfer at the end of a term is not one of the listed reasons a school can use to cancel aid.
