10 kids removed from California home; mom, dad deny torture

California prosecutors allege 10 children in filthy home were waterboarded, hit with crossbows, BBs, kicked and punched.

Less than a day after prosecutors said they were still investigating Ina Rogers, a Fairfield mother of 10 who previously faced a single misdemeanor count of child abuse on Tuesday had nine new felony child abuse charges filed against her.

Judge William J. Pendergast set bail for the 31-year-old Fairfield, California mother at $495,000, saying that she remains a danger to the children.

"On a continuous basis the children were getting punched, strangled, bitten, shot with weapons such as crossbows and bb guns, hit with weapons such as sticks and bats, subjected to "waterboarding" and having scalding water poured on them", Solano County Deputy District Attorney Veronica Juarez wrote.

She said in the court filing that Rogers dissuaded the children from reporting their injuries, which include broken arms, in order to protect Allen.

The children's father, 29-year-old Jonathan Allen, pleaded not guilty to torture and child cruelty charges.

Rogers was originally charged last month with child neglect but she bailed out of jail.

Rogers said she previously enrolled her two oldest children in school but chose to teach them herself because she didn't think they were getting enough attention. She provided photos of a room where she said he worshiped the devil.

"Based upon what the children stated in their interviews, we believe torture occurred in this house", Henry said at a news conference.

The children's accounts of their abuse led authorities to issue a warrant for Allen's arrest.

Har reported from San Francisco.

On Monday, Rogers, who was out after posting $10,000 bail according to the Associated Press, gave reporters a tour of her four-bedroom house.

Rogers said she works the graveyard shift as an EKG technician at a heart monitoring company and her husband is a tattoo artist.

The matter unfolded March 31 when the oldest child, a 12-year-old boy described as developmentally delayed with the capacity of an 8-year-old, disappeared from his house in the 2000 block of Fieldstone Court.

She and her husband both came from broken homes and they wanted a large family, Rogers said.

"I am horrified by the statements that were given by these children", she said. Neighbors say the grandmother is very loving, taking the children to school and on errands since both parents are in jail.

She also told ABC 7 News that she was being judged for homeschooling her children. Rogers was arrested and booked into Solano County Jail on suspicion of child endangerment. One neighbor, Larry Magney, who lives across the street, said Allen and Rogers moved in about a year ago. Solano County Public defenders office did not respond immediately to request for information on legal representation for Allen.
