The decision came after Associate Deputy Attorney General Scott Schools met with McCabe Thursday, a part of an effort to shift the McCabe decision to "career officials" within the DOJ, according to a source familiar with the process. He arrived around 1 p.m. and departed four hours later.

In a particularly brazen tweet in December, Trump specifically referred to McCabe's retirement benefits-a move many perceived as an open threat that he was seeking to harm McCabe financially.

The move, which had been expected, was made on the recommendation of Federal Bureau of Investigation disciplinary officials. Because of McCabe's seniority, the decision is Sessions's to make.

According to McCabe, he was trying to push the probe forward while the Justice Department tried to slow it.

After the Wall Street Journal story was published, McCabe recused himself from the Clinton matter. According to the New York Times, McCabe authorized top aides and press officials to participate in a October 30, 2016, Wall Street Journal story, which showed a turf war over the handling of the Clinton email probe. As the number-two at the FBI, McCabe has authority to approve such a disclosure, McCabe said.
