Trump ends second USA govt shutdown in weeks
President Donald Trump is signed a spending bill passed by Congress in wee hours of Friday re-opening the government after a short shutdown. "I can't...in good faith, just look the other way because my party is now complicit in the deficits", he said.
Concerns over lack of movement on DACA is what triggered a three-day shutdown just weeks ago on January 20, as Senate Democrats objected to any bill without a legislative fix for DACA while the White House wanted other changes to immigration law in exchange for codifying DACA.
The unexpected turn of events in the Senate underscored the persistent inability of the Republican-controlled Congress and Republican President Donald Trump to deal effectively with Washington's most basic fiscal obligations.
Without some type of funding bill, the failure to agree on a new budget means the United States government has technically ran out of money.
The bill was approved by a wide margin in the Senate and survived a rebellion of 67 conservative Republicans in the House of Representatives thanks to the support of some Democrats.
Late on Thursday, as Senator Paul continued to delay the vote, the White House said it was preparing for a possible shutdown.
Under Senate rules, any member can speak for as long as he or she desires, unless three-fifths of the body votes to end debate.
"Now we have Republicans, hand in hand with Democrats, offering us trillion-dollar deficits".

North Korea's nominal head of state Kim Yong Nam also partook in the luncheon with Moon, CBS News' Jacqueline Alemany reports. The United States also has stepped up pressure by stressing human rights allegations against the North Korean regime.
Even without Pelosi, House passage of the budget bill was widely expected, because it includes more money for disaster relief, infrastructure and healthcare, which Democrats favor.
This would be "the very definition of hypocrisy", he added.
The Washington Post puts the figure at half a trillion dollars. Rand Paul repeatedly held up votes on the budget plan, protesting its likely contribution to budget deficits that are soon to top $1 trillion.
The bill contains $165bn of additional defence spending and $131bn in domestic spending, including funding for healthcare, infrastructure and tackling the U.S. opioid crisis, reports Reuters news agency.
It also extends the federal debt ceiling to March 2019.
It was unclear which agencies would close on Friday if the shutdown continued into the working day.
But it does not include any solution for the so-called "Dreamers", hundreds of thousands of undocumented migrants who were brought to the U.S. as children. The bill was quickly shepherded to the House floor and passed the chamber in the dawn hours.
IL representative Luis Gutierrez, one of the leading congressional advocates for immigrants, is urging colleagues to vote against the plan.
