Trump to let states pursue work requirements for Medicaid

Kentucky on Friday became the first USA state to require that Medicaid recipients work or get jobs training, after gaining federal approval for the fundamental change to the 50-year-old health insurance program for the poor.

The state will still have to apply for a waiver and undergo the full federal review process, but CMS will now support state efforts to "test incentives that make participation in work or other community engagement a requirement for continued Medicaid edibility", according to the January 11 letter.

Milliman, an Indianapolis-based actuarial firm hired by the state to evaluate its program, predicts just under 133,000 Hoosiers on the state's Medicaid expansion HIP 2.0 would be subject to the work requirement.

HHS and the states proposing work requirements seem to assume that anyone who finds work will have access to employer-provided insurance and, thus, will no longer need Medicaid.

The red tape associated with work requirements also adds a new burden on the agencies that administer Medicaid benefits, Musumeci noted. That includes getting a job, going to school, taking a job training course and community service. About 60 percent of the Medicaid recipients whom the federal government considers to be able-bodied adults are already working, according to the. The commonwealth is one of ten states, including IN, that have requested approval from the federal government for such a provision. Enrollees can return to the program earlier if they pay two months of missed premiums and make one new premium payment.
