Ten days ago Australia officially withdrew support for the prison camp it has maintained on Papua New Guinea's Manus Island since 2012.

Activists have chained themselves to the gates of the Australian high commission in Wellington to highlight the plight of refugees and asylum-seekers on Manus Island.

Hundreds of men have refused to leave the Manus Island camp in an increasingly tense stand-off with authorities since Australia declared the facility closed on October 31 and shut off electricity and water. The remaining men, who have been held on Manus for more than four years, insist they should be resettled in third countries and not simply transferred to another detention camp in PNG.

"It's the moment to accept failure & let us go to a 3rd country", Boochani, who has acted as a spokesman for the refugees, added in a tweet Tuesday.

One of the asylum seekers barricaded inside the center said on Monday that water supplies have been destroyed after Papua New Guinea workers entered the site and drained rainwater collected in tanks and garbage bins.

Yapu added that he needed "some clear directives on our next course of action" to persuade the men to leave. Australian and PNG authorities insist the three transition centres built to house the refugees provide basic services including food and water.

Responding to reports PNG authorities were preparing to remove refugees and asylum seekers from the now-closed facility on Thursday, Jacinda Ardern said she wanted to raise the issue with Mr Turnbull at APEC.

"In terms of the people now at the Manus Island centre, they should comply with the lawful requirements of the government of Papua New Guinea", Turnbull told reporters in the Philippines on Tuesday, adding that the United States deal "is progressing".

Australia says the policy prevents people drowning at sea, but it has been widely condemned.
