Trump downplays new United Nations sanctions on N. Korea

Security Council's decision to impose tougher sanctions and doubled down on its warning that the United States would "suffer the greatest pain" it has ever experienced for leading the effort to ratchet up economic pressures on the reclusive nation.

"To the contrary, it throws gasoline on the fire for which we express protest and regret", Kim added before declining to take questions from reporters.

The UN sanctions are an attempt to starve the country of fuel and income for its weapons programmes.

On Monday, the UN Security Council unanimously voted to step up sanctions on North Korea, with its profitable textile exports now banned and fuel supplies capped.

Han Tae Song, North Korea's ambassador to the United Nations, said he "categorically rejected" what he called an "illegal resolution". "The forthcoming measures to be taken by the DPRK will cause the U.S. the greatest pain and suffering it had ever gone through in its entire history".

Peru does not have any diplomats in North Korea.

His comments come after the UN Security Council unanimously adopted a US-draft resolution imposing new sanctions on North Korea.

The initial text included a total ban on oil imports, a measure seen by some analysts as potentially destabilising for the regime.

After several days of negotiations on the resolution, Washington dropped several measures to win the support of Russian Federation and China, including a bid for an oil embargo and the blacklisting of North Korean leader Kim Jong Un and the national airline.

"We are not looking for war".

"The North Korean regime has not yet passed the point of no return", she added. "The choice is theirs".

Pyongyang opened its embassy in Peru in the 1980s during the first government of former President Alan Garcia, which bought weapons from North Korea at a discount for police.

Monday's resolution was the ninth one unanimously adopted by the United Nations since 2006.

It also includes a ban on North Korean textile exports, which was the country's second largest export category in 2016 after coal and other minerals, and is expected to reduce its revenues by up to $800 million. Exports of copper, nickel, silver, zinc and the sale of statues were also banned.

China's UN Ambassador Liu Jieyi called on North Korea to "take seriously the expectations and will of the worldwide community" that it halt its nuclear and ballistic missile development, and called on all parties to remain "cool-headed" and not stoke tensions. The council also froze the assets of three additional entities: the Central Military Commission, the powerful Organization and Guidance Department that directs key personnel appointments and the Propaganda and Agitation Department, which oversees the North's media and its censorship.

The North claimed to have carried out a hydrogen bomb test.

North Korea said its September 3 test was of an advanced hydrogen bomb and was its most powerful by far.

Similarly, a U.S. proposal to allow countries to stop and search ships entering and leaving North Korean waters was diluted; such searches must now be done with the consent of the country where the ships are registered.

Kim condemned the sanctions as part of the hostility from the United States regarding North Korea that he said has forced Pyongyang to pursue nuclear tests as a dissuasive measure.

Jeong-Ho Roh, director of Center for Korean Legal Studies at Columbia University's Law School, said that past sanctions have had an incremental impact on North Korea.

Both Russia and China reiterated their proposal that the US and South Korea freeze all military drills - which anger North Korea - and asked for a halt in the deployment of the controversial anti-missile system Thaad, in exchange for Pyongyang's cessation of its weapons programmes.

The US has called the proposal insulting.
