Repatriated Brexit powers 'go to London' not Scotland

Bulgaria Jean Claude Juncker to Lay Out Vision for Tighter Post Brexit EU

The EU Withdrawal Bill appears to represent a deliberate decision by the UK Government to use the process of Brexit as cover for taking powers in areas of policy which are clearly within the responsibility of this Parliament.

MPs have approved a timetable guaranteeing 64 hours of debate in the following stage, when the Bill will be scrutinised line by line and votes taken on proposed amendments.

Jeremy Corbyn has issued a three-line whip to his party demanding that MPs vote against the government's EU Withdrawal Bill - but what does that mean?

"We still don't know what the government's plans are for what comes after Brexit, but it's pretty clear that they will be the judge and jury of how that works when we get there", Carmichael said.

Mr Woodcock, who voted against the repeal bill, said: "The Government's mandate to take Britain out of the European Union does not extend to this arrogant power grab to by-pass parliament and pursue a plan that could severely damage local jobs and living standards".

Meanwhile, the Brexit minister has announced that Prime Minister Theresa May has accepted an invitation by the European Union parliament to address the legislature.

The legislation would repeal on Brexit day the 1972 law through which Britain joined the bloc, transferring in bulk around 12,000 existing European Union regulations into the British statute books.

The bill has now passed through to the committee stage, where MPs have pledged to put it under more rigorous scrutiny, particularly over the way it hands "sweeping" powers to ministers.

Long-time Brexit campaigner Edward Leigh called for the government to be "generous" and make amendments to the bill but played down fears that the government would abuse so-called Henry VIII powers. Ministers sought to reassure MPs by considering calls for safeguards over their use of new powers.

The government is expected to win the vote, but it is the most serious test yet of Prime Minister Theresa May's leadership after she lost her parliamentary majority at a June 8 election and failed to win a clear mandate for her Brexit strategy. As an MP who is very concerned about the future of our environment I could not vote a bill into law that might allow big oil and gas companies free rein in British waters.

"And now, the British Government sees fit to introduce legislation that will disempower devolved administrations, centralising power with a cabinet of Brexiteers, free from scrutiny or accountability".

Labour, which denounced the "vague offers" of concessions, mostly voted against the bill.

First Ministers Carwyn Jones and Nicola Sturgeon signed a joint statement in the summer calling it 'a naked power grab'.

Prime Minister Theresa May managed to avoid defeat in the Commons clash and hailed results as a historic Parliamentary victory that would allow exit negotiations to continue.

Conservative MP for Eddisbury, Antoinette Sandbach, described the powers contained within the bill as an "unacceptable attempt to demean the role of parliament".
