North Korea's top envoy to a leading U.N. disarmament body says his country "categorically" rejects a U.N. Security Council resolution imposing new sanctions over its nuclear and missile programs.

The US had originally pushed for a strict oil embargo, as well as a freeze on the assets of North Korean leader Kim Jong-Un.

Rycroft's first point in defence of the sanctions was that these ones in particular are "significantly tougher sanctions" than the ones that came before.

"Combined with the previous Security Council resolutions, over 90% of North Korea's publicly reported 2016 exports of $2.7bn are now banned (coal, textiles, iron, seafood), which does not include revenues from overseas workers".

"The forthcoming measures to be taken by the DPRK will cause the USA the greatest pain and suffering it had ever gone through in its entire history".

Putin has remained firm however that such sanctions on oil would have negative humanitarian effects on North Koreans.

United States ambassador Nikki Haley said Monday at the United Nations the tough new measures were a message to Pyongyang that "the world will never accept a nuclear-armed North Korea".

When asked if the toughest sanctions resolution ever could cripple North Korea's economy, Mr. Oba said the new sanctions have "the potential to do some damage", but he added that "the key question is really how rigorously they will be enforced".

Haley said the resolution aimed to hit "North Korea's ability to fuel and fund its weapons program".

The draft obtained by the media on Monday shows the result of Sunday's negotiations between the USA and China, North Korea's key oil supplier and major trading partner.

China and Russian Federation had called for a resolution focused on a political solution to the escalating crisis over North Koreas nuclear program.

Several diplomats said the United States demand for a speedy council vote was aimed at putting maximum pressure on China and reflected Washington's escalating concern over North Korea's latest nuclear test, which its leaders touted as a hydrogen bomb, and its recent ballistic missile launch over Japan. "We are not looking for war".

It retains language reaffirming support for long-stalled six-party talks with that goal involving North Korea, the US, Russia, China, Japan and South Korea.

The NATO chief stressed the need for any resolution to the crisis on the Korean Peninsula to be conflict-free: "We are now totally focused on how we can contribute to a peaceful solution of the conflict", he told the BBC.
