Donald Trump appears to have threatened members of Congress after Republicans failed to deliver on one of his key campaign promises to repeal and replace Obamacare. In a tweet on Saturday, Trump hinted at ending that program. "Demand another vote before voting on any other bill!"

The "bailouts" for Congress refer to a policy implemented by the Office of Personnel Management under the Obama administration that "allowed employer contributions to flow to the D.C. insurance exchange to help pay for member and staff benefits", as explained by Roll Call.
